I inquired and evidently only units from certain states are affected. Here is the content from the PDF reply I received:

You have reached King Long Industrial Customer Service If you are e-nailing regarding the Recall Notice for the Six Tier Chrome Shelving Unit > Kindly note the following:
* Recall only affects units purchased at Costco Wholesale Clubs located in Northern California, Northern Nevada, Northern Idaho, Washington,Oregon,Alaska and Illinois.
* Shelving units purchased during the period of December 15th 2009 thru January 25th 2010 only. Units purchased before or after the above dates are not affected.
* The units in question have a Distinctive mark on the shelf collar KING LONG INDUSTRIAL.
If you believe your unit is part of this recall, kindly advise the following:
* # of units purchased
* Costco card member name
* Card membership number
* Physical ship address and phone number
We must verify QTY with Costco before we can ship casters.
