Daylily rust was first reported in the USA about 20 years ago. For leaf streak you can use fungicides if you wish. Some info here, including research on fungicides (scroll down the page):

As for growth on daylilies here - zero last time I looked but it's raining right now and supposed to turn to snow later. Rolling my eyes.
