Thanks for the ID ..it seems to look like Callistemon viminalis - Dwarf Bottlebrush 'Little John' and also as Callistemon citrinus. But leaning more towards Callistemon citrinus since I found it in a parking lot, I saw a write up saying it is used commonly in median islands.
