For bud problems one important thing to eliminate is the daylily gall midge. Look for maggots inside the affected buds that look like this:

If it's not that, three other possible pest culprits are:

Lopidea confluenta:

Thrips:
https://daylilies.org/daylily-...
Tarnished plant bugs:
https://daylilies.org/daylily-...

If they're ruled out then it could be environmental but I would start the process of elimination with the pests.
