It is very difficult to ID peonies unless they have some unique properties. Some unscrupulous sellers just send seedlings!
If this is a first year bloom, it may be a little off, but it appears to be a single bloom, and not a Japanese bloom to me.
Have you complained to the seller? They may replace it.
