This is one of my "Flawed Favourites" - it is such a wonderful flower, with a fragrance that is almost at the peak of all roses, but it can get mildew, and isn't as robust as it was when it first came out. I don't know your local sources, but I would get it as early in the season as possible, and you might consider buying more than one, as plants like this vary quite a lot after so many generations of clonings, some are very weak - I presently have 5 of them - 1 is pathetic, 2 are quite weak, and 2 are in good shape..... I will replace the ones that are not doing well, and keep the good ones.
