There is nothing mutated looking about that plant at all yet. It is a seedling developing ribs. I would hesitate at this point to conclude it is a cereus monstrose. I am more inclined to agree with Stefan that it is a Stenocereus. Time and a few more inches will tell.
It is what it is!
