Do you know what are you asking for? There are many clematis tribes. They have different growth habits and seed germination times. If you talking about blue large flowered, then you have to be really patient. In average it takes about couple years for those seeds to just germinate. Then you need up to 5-10 years wait for the plants to produce flowers. Some other clematises germinate quite easy, like tangutica and can be invasive. Nonvinig clematises germinate easy too. If you have never grown a clematis before and want blue large flowered just buy one at the local nursery (they usually on clearance now) or from the web (f.e. Donahue clematis, or Brushwood, or SilverStarVinery). If you want a success story - buy the one with the biggest root system. If you like to nurture you plants and watch them grow (and die sometimes) buy a package of bare roots from Costco or Lowes in spring.
