I grow 3 different Euphorbia. E.obesa, E. susannae and the last one I have not figured out which is E. ambovombensis. I have had this plant since Jan 2018.

I have been growing this plant in a 40 gallon tank with all the Haworthias I grow.
It is potted in a soil mix of 3 parts coarse perlite to 1 part cactus mix.
I water once a week. I alternate the amount of water each each. 1 week is a deep watering with water draining out the bottom. The second week is a light watering with no water coming out the bottom. Then back to a deep watering / light, etc.
The plant starts to make leaves and they never form. They will shrivel and fall off.
It has grown new branches.
I'm not sure if I'm not giving it enough water or too much. I never seem to try watering more / less for a long enough time to tell any difference.
I did just move this plant out of the tank on Saturday to a south facing window I grow a bunch of cactus on to see if this is a better spot for it.
I have not been able to grow this plant well and wondering if anyone has any suggestions for me.
