It looks like swine cress. If it smells really strong like garlic that would be a strong indicator. Whatever it is glyphosate will kill it to the roots. A pre-emergent herbicide will prevent seedlings. If you want to go all organic use a vinegar-based spray and be prepared for reapplications for awhile.
