Possibly, some of the damage could possibly have been due, to dessication from high winds. Unless they could have used a helpful rinsing off with a hose.
Hopefully by now, you've received enough adequate precipitation, to rinse out any sodium chloride accumulation.
I'd be reluctant too, with the prices of some Peony, especially these days

I'd just never experienced anything quite like that before, with any Hurricane.
Although, I may have attempted to rinse off the plants, as I knew I could see salt spray had accumulated & dried onto the windows.
While I had started to wonder, if it may have possibly been caused from winter "salting"
of the road.
