People keep very few plants on balconies here: it's a high wind area near Biscayne Bay+ highrises create wind tunnels..
And you can smell it over a very large area around 2 big pools and then 10 fl above! It is something very strong..but quite common i think, not many rare plantings here.
tea olive is a posibility, it's everywhere. I dont know the smell. I'll keep looking.
