I wouldn't cut the stem off but no harm in removing the brown dead section if it brothers you. Any harm to leaves on Sansevieria doesn't show themselves for days or even weeks so cold damage could be a cause. If you cut the leaf, disinfect the leaf cut with a half solution of mouth wash. Make sure it doesn't have fluoride in it. Some do. Next time you water it, give it a teaspoon of Epson Salt. Helps green up the plant. A teaspoon of Baking Soda helps as well.
