What you see is physical damage and not a cause for concern. The physically damaged leaves can be trimmed to make the plant look nicer.

It is very hard to tell from photos with this particular variety of Paperomoia whether the speckled appearance is just its normal variegation or the mottled appearance caused by spider mites. Look carefully for any tiny webs or tiny mites moving across the leaf surfaces. It is probably fine, but check carefully to be sure. If you do find mites, a thorough spraying with a solution of soapy water will work just as well as neem.
