No I don't wipe leaves. I am entirely under lights. I use an oscillating 16" pedestal fan and that blows on my plants from May through September. That dries them out in an hour.
The sunlight with oil sitting on leaves can burn leaves.

The fungus on soil is either a snow mold or a fungus from perhaps too much water. Just scuff up the soil surface, let them go slightly drier for two weeks or so and see if that doesn't help.
A good plant grower should have a large bottle of cinnamon hanging around. Real cheap on Amazon. It is a pretty good an inexpensive fungicide!!! Try a little of that sprinkled on the soil and work it in a little. Thumbs up
