Do you mean how to quote someone?
On the bottom right of the post, you can find a link that says quote. Once you click on this, you'll find a bunch of text in the typing box. Skip down to the bottom and type your reply. When you are finished, click "finished".
You could also ping someone. Type an "@" followed by the username you want to reply to.
