It does look to be a sedum. It will help when we can see what the blooms look like.
Here are some possibilities:
Jelly Bean (Sedum x rubrotinctum)

There is also a rounder leaved of S. morganianum. The ones showing in this entry are the longer, flat leaved type.
Burro's Tail (Sedum morganianum)

Sedum burrito with rounded leaves.
Baby Burro's Tail (Sedum burrito)
