Just a suggestion, but don't forget that plants will grow toward the light. If you want the plant to grow upward, it is probably best to have an overhead light. If the plant light is off to the side, I'm not sure the weak winter sun coming in the window will be enough to even them up.
Most succulents can use a lot more than a few hours of extra light. I'm in Arizona. In the winter, my succulents go into an unheated shed, with a large, bright, south facing window. They didn't really grow well until I added a grow light. It's on a timer, on 16 hours a day, every day. No more etiolation, and the pink color has developed nicely on the Neon Breakers echeveria.
This is the type of light that fit my space and has been working well for me. It also comes in a 4 foot length.
