Assuming they are painted with nontoxic acrylic like craft paints, they are pose no danger to the plants and are good to use for all the reasons you've both given. Over time, the paint might fade from repeated watering. I use rocks as mulch, stabilizers and decoration in my plants, mostly outdoors in larger pots, but also indoors, especially for new wobbly plantings like aloe or snake plants.
