I wait until the bulbils are almost ready to come off on their own. They will be barely attached, but still attached. It's very easy to lose them if you wait until they fall off on their own. They usually don't fall straight down, and rarely in your pot, and you may never find them again.

Of course, they are viable at any time or size, but the longer you wait, the bigger the bulbil.
