I also think it looks like freeze damage. Did you have (like many of us) a few really warm days very early in the spring and then the cold set in again?

I grow mostly dormants and SE but did see this look on a few plants and a few on the mother robin have been talking about this very same thing.

I think it will grow out.

You could give it a haircut! Slice them on an angle and they'll look like regular growing leaves!
