My smallest cactus (excluding juveniles) is this Mammillaria, which is genuinely growing sideways, not rotting and falling over. That is a 4 inch pot.
Most of the small Euphorbias around here are volunteers, like this leuconeura (growing alongside a variegated mammillaris)
