Hi, Alma. I received Bitsy from Oakes in spring 2021, and I emailed them with this very question. They told me that "Bitsy may vary this much in height considering the growing zone you are in. The further south you live the shorter the bloom height."

After I got this answer, I planted Bitsy in the front of a bed. It's been fine there, has increased and seems healthy but hasn't bloomed yet. I hope this is her year.
