I think it looks like leaf streak too. I always have some, but this year is especially bad. It may be a combination of stress from last summer's hot dry weather followed by a warm fairly dry winter and early spring with some intermittant cold snaps thrown in. We didn't get a hard late freeze here, but it did get down around 30 after the daylilies were up and growing lushly. I've had some of the scape/bud aborting/dying too, but not a lot so far. Some bud counts are pretty low though and also some shorter than normal scapes.
