The full blossom is the skirt of the doll. turn upside down. Leave a bit of the stem on & make a hole in a bud, or a partially open flower. that is your head/.headress. Put the stem in the hole. the doll sits on the bottom of the dress. We used to have parades; the 'bud heads leading the way followed by the more fancy ladies.
