Hi, hope the doggy is OK now.

I am.not sure which Dracaena that is, but anyway, they will not send out new leaves in the middle of the stalk. The growing part is the tip; if the top is cut off the new growth will come from one or two buds near the top end of whatever is left.
A good light source and number of hours a day with it are needed for growth.
Plant it and they will come.
