I wouldn't sweat it. I learned that there is no way I can grow Orchids without bug attacks. The trick is to catch it before it goes out of control, that's all. A couple of those dots are easily cleaned up.
Oncidium Twinkle is another one of those scale magnets....along with what hides under those dried skins on Cattleya pbulbs. How many times did I look pleased as punch at a blooming Cattleya and saw those dreaded dots on neighboring growth. It's an on-going battle.
