Looks like mealy bugs to me too. They seem to come with the rain, I'm fighting them right now because of the humidity and the rain. Hateful things, they will eventually yellow and kill the plant. Soapy water is time consuming but works if done repeatedly, I'm going to go to the systemic poison this week, I don't have time to keep at it they are everywhere.
