This is sedum album.
The leaf shape, and leaf # per rosette does not match up.
1) Leaf shape.
The leaves on this plant are too skinny and elongated, and too round at the tips to be anglicum. Anglicum should have pointed tips or nearly pionted tips, and should be much more plump.
2) Leaf "position"
The leaves of anglicum should hug the stem, like how S. acre differs from S. sexangulare. This plant's leaves do not hug the stem the way it should.
3) Amount of leaves per rosette
There should not be this many leaves on each rosette. Leaves should not be this compact.
