I've seen it a number of times, and even had it happen to some of my banners. It's done by the admin, presumably because it gives a better appearance when a repeat or partial repeat of the banner appears on, for example, wide monitors. In this case, flipping the banner made the pretty pink 'hearts' repeat first, rather than green foliage.
