Two key factors in taking good photos with a phone are:

1) ensure it has focussed on the subject of the photo - most phones can be focussed by tapping on the subject on the screen when you are in the camera app

2) try to keep as still as possible (image stabilisation has gotten better, but motion blur is still an issue and it becomes a bigger issue with low light levels).

As has been mentioned earlier in this thread, the background also makes a huge difference!
