No, pre-cooled bulbs means they ready to plant and flower this year. They'll flower late, which is kind of nice sometimes to have a few late lilies. Planting pre-cooled bulbs in the fall is dangerous because they'll start sprouting a stem underground and it will freeze during the winter. They're growing cycle would be off-kilter.
