Looks like herbicide damage on the top flower.. perhaps a little spray drifted over? As for what it is.. It could either be an historic, or maybe an Intermediate by looking at the form of the bottom flower. If it is indeed herbicide damage, you may need to wait until next season to get an accurate height and size.
The surest sign that intelligent life exists elsewhere in the universe is that it has never tried to contact us.
