If you cut it down and transplant, good chance some part will survive, depending on how much of the root ball you moved but it will not be in full bloom for years.

Have you considered just wrapping a rope, around it and standing it straight up and bracing it?
If you move it, unless you have a professional large tree mover do so, it will not be what it once was. I tip my hat to you.
