Janet, yep, the leaf margins can be serrate or double serrate and probably anything in between. Some leaves may be 3-lobed at the leaf base which I think I see on the photos. Here's a different look

The basic question though is if it's not a 4-angled stem, then it's not Verbena no matter what the leaves look like
