Yes, Calif. is very protective of their agriculture. They used to have inspection stations on the highways to stop unwanted importations. The Mediterranean Fruit Fly aka "Medfly" was a big problem 35 yrs ago.
So far, I have been able to use the std. USPS flat boxes for shipping.
