A low growing Japanese Maple, Rhododendrons, Azaleas, Euonymous of a compact type. I am not up on evergreens currently available but they would work as well.
Chances are it might take a few shrubs. By using a few with contrasting colors and leaves would add interest. Any one of these would respond well to you pruning them to keep them the proper size.
