So, I was having trouble with one hibiscus. Only got to 6-inches last year in 2021 (it was new and planted fall 2020).
This year it had 2 stalks about the same short size, one died, the smaller one looked sickly.
In a last-ditch effort I saw this stuff in a big-box store. Sprinkled it around the sick hibiscus (and the other healthy ones, too).

Wow, the sick one took off, is about 2ft tall now, and now has several buds (as yet unbloomed - not a super-sunny area). It looks healthy.
The others have bloomed more buds than I have ever had before. They are both done blooming for the year now though.

I thought I should share just in case anyone is having trouble with a fussy hibiscus. My fussy one was the Summer Carnival. Crossing Fingers! it blooms before it gets too cold.
