Yes, mealybugs. I use 70% isopropyl alcohol (rubbing alcohol, surgical spirits in the UK) and a q-tip to remove as many as possible. I then spray the whole plant and the pot edges with the alcohol. I wait a half hour then rinse the alcohol off. (This may not be necessary--it evaporates.)
One treatment will not wipe them out, there are eggs and crawlers and adults you may miss. Treat every 2-3 days for two weeks, then once a week until you're not seeing any more.
Sometimes I'll alternate the alcohol spray with an insecticidal soap spray.
They can still come back. Now that you know what they look like, keep an eye out for them and start treating again if you see even one. Forever.
If you have other houseplants, look them over carefully. Mealybugs get around. Also, carefully clean the pots, especially around the rim. Also the saucer, the table they're resting on, and surrounding items.
I don't change the soil, just keep treating the plant until they're gone. Having a mealybug attack stresses the plant, as does repeated treatments with alcohol and/or soap. Repotting will just disturb the roots and cause more stress, IMO.
