First question: In the ground will be best, in full sun. It won't look like much this year, but next year when it comes out of dormancy it should grow straight and tall. It will also start to increase the size of the clump with each year. Won't take long once it has room to grow.
Your new planting area should work well. Mine get morning shade then sun the rest of the day.
Put it in the ground this year, just keep it watered. Not soggy, just treat it like you would any of your other new perennials. Even if it struggles this year, it will rebound from the roots. They are very tough plants.
I don't have the your other sedum, but did some research on it. We are calling it by an incorrect common name. It is not gold moss sedum

Stringy Stonecrop (Sedum sarmentosum) with a variety of common names, one of which is Yellow Moss Sedum.
You can see the difference between the two types of sedum.
This is a very hardy sedum as you can see by the entry in the data base. You can put it in pots, in the ground, it will reseed itself when it blooms. You don't have to worry about this one either, it is more than hardy in your area.
I think I need to find some of that one to put in my creek wall.
