Bea, I too believe that your tree peony will grow roots. What you have there is essentially the crown part with stems. And I think the crown is able to produce roots if it is in a favorable environment. I would plant it in a totally shaded area to promote root growth. Do you have access to aloe leaf? I have seen Youtube videos that show fresh aloe juice/gel is excellent at stimulating root growth. You can get an aloe leaf, split it in half lengthwise to expose the gel part and rub that onto the bottom and around the crown, then plant it.

Mary, your Salmon Beauty truly fits its name. What a lovely form and color! I am sorry that your tree peonies are not doing well. Do you think they are not doing well because of drainage issue? Or just the soil quality issue?
