Tom, why not put Preen down now, and then as Cindy says sprinkle some around after you're done planting and have disturbed the soil.
I've used Preen for many, many years, doesn't hurt anything.
Nice huge bed, it will surely be gorgeous.
And nice veggie garden. Any hot peppers in there?
