There are some aphids that look white. Whiteflies also look similar when they are in the earlier instar stages. Eventually, though, you would see wings. All aphids have sort of a "tailpipe" sticking out behind them, and I think I'm seeing that in the photos. I can't make the picture big enough to say for sure.
