If there is no green on the foliage you can cut the tulips and daffodils back now. If there's green still, leave them until brown because the leaves are feeding the bulbs.
Alliums you can cut back any time, they don't usually need the foliage to feed the bulbs unless they are the really big blooming ones but even then I think they will be ok.
