Agree...Allium sphaerocephalon.
That is as big as the flowers get.
The heads are small and very compact.
In your pic you can see both the flowers and the seed heads.

Suggest you Google Allium cristophii to see many images.

Allium Cristophii look completely different....flowers heads are huge and each individual flower can be seen easily.
