Here, they are happy eating tree buds so leave everything alone in the garden at that time. Once the buds pop, down they come looking for other food sources. So, early tulips never get touched as that coincides with tree buds. Later tulips are a different story.
Your critters also may have a preferred food source at that time your seedlings are untouched.
