That should work well, propagating before cutting. I usually start them in water because when I've put stems directly in soil before, most of the leaves fall off before new ones start growing.
When putting water-rooted snips in the new pot, I put a few inches of soil on the bottom, arrange the cuttings, then finish filling the pot with soil. Then water very thoroughly but with a gentle sprinkle. The first few times a newly potted plant is watered are critical for the success of the pot because if a gush of water is used, the soil will be instantly compacted and the plant or cuttings will be at a disadvantage from the first day. If the soil settles to a lower level, that means all of the air is gone and it will be a struggle for the roots to get enough oxygen.
Trying to stick rooted cuttings into a hole can rip off the roots.
