There is no such thing as surplus, potatoes are produced on stolons sent out by the plant, soil quality determines how large a yield is; even deeply planted ones will, on occasion, send one up so a potato is partly on the surface, which is why I cover mine with leaf mulch.

Your potato has produced a main crop but there is/was no cover for it.
