Some rose plants don't do well in their first year. I would say if you like the roses a great deal give them another year to see how they do. If you are disappointed in them, replace them. I just had to remove two roses that were doing terrible ( lots of dieback and loss of most stems ) and I replaced them with two others that will, hopefully do better.
