I think this plant is the hybrid Echeveria 'Doris Taylor' and not the so-called Echeveria setosa 'Arrow Shaped'. The thing that stands out in the photos to me is those big sepals pressed up against the buds. That is a pulvinata trait which is inherited by its hybrids ('Doris Taylor' is an older cross of setosa and pulvinata). Maybe check out some images for 'Doris Taylor' here

Joy, you also uploaded 2 other pictures earlier to the entry for 'Arrow Shaped' ... those are a different cultivar and they match the other images currently under this entry (at least in a general way at the rosette level).
